both DMs and sponsored maintainer can get access to porter boxes. As a
DM you should address your request through the NM frontdesk.

The basic procedure is to send all relevant data along a rationale why
you need access to it (your explanation above sounds fine) and a signed
agreement of the DMUP to relevant persons.

The other alternative is to get a DD advocate to proxy your request to
rt.debian.org. In my experience this procedure is much faster than the
NM front desk way, as they are busy enough already. Maybe ask Sune or
any other DD from the KDE team to advocate you for a porter account.
That's a simple and straightforward procedure.
