[RFS] min12xxw (binary-new)

please sponsor min12xxw as found on mentors.debian.net.
It has to go through binary new, so I can't upload it myself.

For your convenience:

It closes 647538.

Please make sure to not upload the .orig.tar.gz. It is present in the archive.
(mentors first wouldn't accept it w.o. .tar.gz).

The package is NOT lintian clean. In particular I see:
