What is "privately, amongst a cooperating group of packages"?



What is the meaning of the phrase "privately, amongst
a cooperating group of packages" in the document AUTHORITATIVE LIST OF VIRTUAL 
PACKAGE NAMES
http://www.debian.org/doc/packaging-manuals/virtual-package-names-list.txt

I quote:
> Packages MUST NOT use virtual package names (except privately, amongst
> a cooperating group of packages) unless they have been agreed upon and
> appear in this list.

Could a group of packages using and providing various subsets of the
Swiss Ephemeris data use virtual packages names to define what data they
provide/require? Is this "privately, amongst a cooperating group of packages"?

I guess all names would start swiss_ephemeris_data_ to prevent collisions.
