I think you could change you  watch file like that :
version=3
opts=dversionmangle=s/\.dfsg$// \
http://www.fpdf.org/en/download.php dl.php\?v=([0-9])([0-9])([0-9])?\&f=tgz

I tested with local version 1.6.0 and not 1.6 !

I maintain php-fpdf from few days, download available trough web page:

upstream relased 1.6 (should be 1.60) version after 1.53 so my changelog use epoch,
package is also a dfsg

my debian/watch

the problem is that uscan believes that 1.53 newer than 1.6
