I can't commit to sponsoring, but here is a review:

You can drop the patch/unpatch dependencies from debian/rules.

You can drop the first and third lines from debian/watch.

Please send the patches upstream if you haven't already.

Please remove the dpatch headers and switch to using DEP-3 headers in
the patches:

You might want to ask upstream to switch to either the 3-clause or
2-clause BSD licenses.

The upstream CHANGES file looks like it should be renamed to NEWS:

You might want to switch to debhelper 7:
