You could use reprepro with a simple conf/distributions file, something
like this:

Origin: Ringlet
Codename: unstable
Components: main
Architectures: i386 kfreebsd-i386 source
Description: Peter Pentchev's unofficial Debian archive
SignWith: 2527DF13

...and then add a file:// repository to /etc/apt/sources.list.

Peter Pentchev	roam@space.bg roam@ringlet.net roam@FreeBSD.org
PGP key:	http://people.FreeBSD.org/~roam/roam.key.asc
Key fingerprint	FDBA FD79 C26F 3C51 C95E DF9E ED18 B68D 1619 4553
I had to translate this sentence into English because I could not read the original Sanskrit.
