If you can repack the .orig.tar.gz to only include the free parts, and
build a working package from that, then it's fine for main.

In this case, the package would only be suitable for non-free (or, if you
repack the .orig.tar.gz to be free but it uses non-free dependencies to
build, it could go into contrib).
