Hi Jacob,
There are a couple of things regarding your:
* You seem to forgot to add the bug # you're closing in debian/changelog
which in this case is the ITP, also in this file you should only document
changes regarding the package, not the piece of software.
* there isn't any build-dependency in debian/control besides debhelper,
without these the package can't be built basically.
* You may safely remove all the commented lines from debian/rules
* Use lintian after building the package locally to check if there is any
issue about the package that needs to be improved
