If that file is not needed, you can remove it from binary and to avoid
further problem - from source too - best idea is to talk to Upstream
and get it removed/relicense or re-package tar.gz without it with
adding suffix -dfsg.
Also, there is one Lintian error:
E: blahtexml: copyright-should-refer-to-common-license-file-for-gfdl
As you said, it is not in use, you either need to add override Lintian
or repackage source without it - but again best idea is to talk to
upstream about such confusing mixture of license files..
