Doesn't dpkg-architecture do this?

$ dpkg-architecture | grep BITS
DEB_BUILD_ARCH_BITS=32
DEB_HOST_ARCH_BITS=32

(and I'm on i386). 

$ apt-cache policy dpkg | grep \*
 *** 1.15.4 0
