libqrupdate: Done?

I think I'm done with libqrupdate and that it's ready for upload to Debian.

The latest commit log of what I've done can be found in our SVN:

Jaroslav, the patch for adding an install target to the build system
is under debian/patches/add-install-target. I hope it's useful, and I
agree with you that this package is small enough to not need
Autotools.

I believe I have addressed everything except handle DEBIAN_BUILD_OPTS.
I'll do that later. ;-)
