Just one thing I didn't remember: this isn't a Debian native package, so your version number in your changelog should have a debian revision - in this case, 0.4.0-1. Your next upload would be 0.4.0-2, etc. When upstream make a release, increment their bit to whatever they choose, and reset yours back to -1 (for example, 0.5.0-1). Good luck finding a sponsor! As it's a python package, you might consider joining the Python Applications Packaging Team [1] where sponsorship is sometimes quicker.
