Debian policy talks about the final result only and there are many
ways to get there.
You are using debhelper to get there so read debhelper documentation
# general
man debhelper
man dh
# about debian/*.dirs
man dh_installdirs
# about debian/*.install
man dh_install
# also read for a few others
man dh_install*
