Only a short note on that, the source package fails to build in a
clean pbuilder environment with:

make[1]: Entering directory `/tmp/buildd/libpam-alreadyloggedin-0.3'
gcc -c -g -O2 -Wall -fPIC -DLINUX_PAM -I. -DBUG_STAT_MISSING pam_alreadyloggedin.c
pam_alreadyloggedin.c:70:31: error: security/pam_appl.h: No such file or directory
pam_alreadyloggedin.c:71:34: error: security/pam_modules.h: No such file or directory
pam_alreadyloggedin.c:72:31: error: security/pam_misc.h: No such file or directory
pam_alreadyloggedin.c:151: error: expected '=', ',', ';', 'asm' or '__attribute__' before 'int'
pam_alreadyloggedin.c:206: error: expected '=', ',', ';', 'asm' or '__attribute__' before 'int'
make[1]: *** [pam_alreadyloggedin.o] Error 1
make[1]: Leaving directory `/tmp/buildd/libpam-alreadyloggedin-0.3'
dh_auto_build: make returned exit code 2
make: *** [build-stamp] Error 1

There seems to be a missing Build dependency on at least libpam0g-dev.

Hope that helps
