Presumably you're starting with a PO file?

Whichever PO editor suits your style. KDE and GNOME have their own
which add useful support like statistics and identification of fuzzy
strings, untranslated strings and other PO features.

Start with the developers-reference-fr package as far as the packaging
itself is concerned.
