You need a package.manpages file listing all your manpages.
How does such a file look like and where to place it and how to use it?

It's placed in debian/<packagename>.manpages. The format is one path per
line, can include wildcards (*). Refer to 'man dh_installmanpages' for
more information.
I don't get it.

I placed the path of the file in rumor.manpages:

/home/d/debian_pakketbouw/rumor-1.0.3b/debian/rumor.1


I get:
dh_installman -prumor
/home/d/debian_pakketbouw/rumor-1.0.3b/debian/rumor.1: No such file or directory at /usr/bin/dh_installman line 125.
make: *** [binary-install/rumor] Error 2
dpkg-buildpackage: failure: fakeroot debian/rules binary gave error exit status 2
