file not instaled by makefile

Hello mentors,

I can't get over with installing single file not installed by makefile.
name of file is uhjenc.conf and this file is in dir "config-files"

part of my debian/rules:install:

install-indep:
	dh_testdir
	dh_testroot
	dh_clean -k -i 
	dh_installdirs -i
	dh_install -i config-files/uhjenc.conf

Quote from man dh_install:
If upstream Makefile does not install for you, you can run dh_install on them to move them into place.

But there is no example of syntax.

My package.install and package.dir files should be fine.
