You'd need to "debsign rumor*.changes" first.  Of course, that requires a
valid gpg key, but it doesn't have to be signed by a DD or anything.

If you use pdebuild, you can pass --auto-debsign to it. If your gpg key is not selectable by your maintainer e-mail address, you'll also need --debsign-k (I guess).
