Hey there, having a quick look at your package. From a first glance, you need to clean up your rules file, get rid of all the comments that are meant as a guideline to the packager. You've put in the bits it's asking for, they're just placeholders. Also, you don't need < and > around everything in your copyright file and are missing the ( from the (C) in your "debian packaging is copyright" bit. Other than that, it's looking good at first glance, though I've only had a brief look over it.
