After you've read those (at a bare minimum the first one), come back and ask 
smart questions ( http://www.catb.org/esr/faqs/smart-questions.html ).  
There's plenty of documentation out there, but I don't think anyone is going 
to do the packaging for you.

If your program is meant to be accessed from X, 
http://www.debian.org/doc/packaging-manuals/menu.html/ might be useful, too.

If your program is meant to be used by users in more than one region, 
http://www.debian.org/doc/manuals/intro-i18n/ might be userful, too.
