I don't find your GPG key. Did you put it on some public key server?

On  clean,  you  should  remove  Makefile,  config.guess,  config.h  and
config.sub so that they are not included in diff.gz.

In debian/rules, remove commented calls to dh_* programs.

The    Standards-Version   that   you    use   in    debian/control   is
outdated.  Upgrade to Standards-Version  3.8.0. You  should also  add an
Homepage field (in the first section) and a debian/watch file.

You should add  some blank lines in long  descriptions. At least between
the common description and the "what is the purpose of this package".

Your debian/copyright  is incomplete/inaccurate. Looking  at some random
files, I find that most of them are copyrighted by yourself.

In  libenglab-dev.install,  you  say "debian/tmp/usr/lib/*".  This  will
include  the shared library  as well.  You should  say "*.so"  and "*.a"
instead. "*.so.*" should be included in libenglab.install instead.

libenglab package should be libenglab2 if the major version is 2.

I am not able to compile your package:
