At least between the common description and the "what is the purpose of this package". Your debian/copyright is incomplete/inaccurate. Looking at some random files, I find that most of them are copyrighted by yourself. In libenglab-dev.install, you say "debian/tmp/usr/lib/*". This will include the shared library as well. You should say "*.so" and "*.a" instead. "*.so.*" should be included in libenglab.install instead. libenglab package should be libenglab2 if the major version is 2.
