The package synopsis should be treated as a clause within a sentence,
and should not be capitalised like the beginning of a sentence. It
should make sense when inserted into this template:

    <packagename> is {a,an,the} <synopsis>

The second doesn't seem to make grammatical sense.

Suggested improvements:

    libraries for using DGT chess board
    development libraries for using DGT chess board
