RFS: QA Upload: prestimel -- tool to create presentations from an XML-file

Hi,

Here is a QA upload that fixes all open bugs (including 1 RC bug) on 
prestimel, as well as standards bump and package clean-up.

If someone has time to review and/or upload I would appreciate it.

Description: tool to create presentations from an XML-file
For each slide, PresTiMeL will create one (or a set of) HTML file(s),
which can be shown in a web browser of your choice. Cascading Style
Sheets are used to provide the minor details of text styling, font,
and color.
