RFS: libgcl -- Chinese lunar calendar library

Dear mentors,

I am looking for a sponsor for my package "libgcl".it's a chinese
lunar calendar library, more information in [1]. lunar-applet 2.0~r2
and later will depends on this library.

please help check and upload it, thanks.

P.S. it does not conflict with gcl package.
