There's a problem though. I think the maintainer must check the resul before calling this tool:
1) Uncomment and do dh_install --sourcedir=debian/tmp
2) Make changes to the library soname parsing
3) Uncomment possibly installinfo/man etc.
I'd suggest to create a separate tool.
