It is the other way around.
(pre|post)rm of package version 1.5 must undo the actions.
However, what exactly is undone must depend on the new version (1.3,
1.0, 0.4), which would clutter the code.
So it is no "predicting the future" but "remembering the past".
The big problem IMHO is that not everything may be undone. File format
changes come to mind.
