The .changes file is *not* the changelog, although it includes it. If it is
a new application then  debian/changelog should contain "New Upstream
Release" and whatever changes you made to "debianise" the application.

The .changes file is generated by dpkg-buildpackage, see the Debian New
Maintainers' Guide:
