It is generally best if the previous sponsor (being the sponsor most
familiar with your package) is asked first. Of course, sometimes
new sponsors are required for a variety of reasons.

Sponsees(?) should indicate in the RFS that they are looking for a
new sponsor to replace an earlier one if that is the case.
