Well, your rules file must not be empty! It must be a Makefile, and contain the instructions to _build_ the .deb when called with the appropriate arguments.
I guess you need to read again http://www.debian.org/doc/maint-guide/ and basically everything listed in http://www.debian.org/devel/ .
