Developer's reference section 6.3.4 is "Supplementing changelogs with
NEWS.Debian files". You mean section 6.2.4

Also, this section begins with "We recommend that you add the URL for
the package's home page (...)".

It's a recommendation. It's not wrong to don't use Homepage on the
package long description.
