It builds these binary packages:
inferno    - A distributed operating system
inferno-dev - A distributed operating system (development files)


I would think twice about calling it an operating system.
It is closer to a JVM than an operating system.
The fact that it can also come with a minimalistic operating systemtem that runs the virtual machine
is interesting, but not critical.

The major difference is that unlike the JVM inferno provides features often found in an OS, making it more of a virtual OS.

Perhaps "virtual operating system" is a better term.
