If you know the maintainer is MIA, maybe you should ask -qa to
orphan his packages, then do a qa-upload of this, instead of an
NMU. As it stands, given that your bug is of mormal priority, I don't
think an NMU is warranted.

FWIW, I did review the package and it would make a proper NMU, given
that it is identical to the existing version plus an upstream-aproved
patch. But I am not a DD, so I could not upload it for you.
