No, it cannot. Not only that, but there also is no clear idea on HOW and
WHAT exactly it should do. There are simply way too many political and
technical issues unsolved.

You cannot. You should provide translations in .desktop files for your
packages instead, so that environments that support XDG menus (these are
GNOME, KDE, XFCE) could use it.

If you are actually talking about translations of the menu _sections_,
then yes, this is possible, but not in menu files. Just take a closer
look at the menu documentation.
