I don't know, but it seems to me that listing and searching files are
intuitively obvious things that any package management system should
do. Note that dpkg also allows you to preserve arbitrary files across
upgrade (though it doesn't appear to let me know when the distribution
file is updated, as with conffiles):
dpkg-divert <absolutepath>
