This is the realm of the QA group, which deals with MIA maintainers,
package removals, and orphaned packages.  In the case of a single
forgotten bug, it makes sense to just email the maintainer again,
unless you specifically check that they appear to be inactive, by
checking other bugs on their packages, recent uploads, NMUs, etc.  A
helpful resource is:

  http://haydn.debian.org/~thuriaux-guest/qa/mia.html
  (a 2.3 MB html, be forewarned).

In this case, the maintainer seems active (Last upload: 2006-01-22),
although I'm a bit surprised by "rutebook 2002-06-20".  I'll also note
than it is essentially always useful to post a patch to the bug report
:)
