Adopting a package

Dear Mentors,

when adopting a package, sould I first contact the original maintainer
and the the retitle the 'O:' bug to 'ITA:' or retitle it first and
contact the maintainer afterwards?

As I remember, a non-dd is allowed to adopt a package, am I right?
