Dak's override file lists sections (and I think priorities) for all
packages. This way ftpmasters have to be consulted before anything can
land in a wrong section (like moving from non-free to main) and I think
it also catches new packages (as nothing not in the override file is let in).
(Thus the section and priority within packages are mostly suggestions
(later uploads do not even need them in the .changes file), and this
message tells they differ from the real values in the override file).
