CeCILL FREE SOFTWARE LICENSE looks free to me, but you must include its full
text in debian/copyright. Next, Programmer's Reference Manual is an important
companion for your users, thus it should be installed also. IMHO it is not so
large to warrant a separate binary package, but you can do it that way if you
find fit.
