First question: I'm not really sure, but I think 'debtags-edit' is the program 
that does this, and tags are handled outside of packages at the moment.

Second question: 'sudo debtags update && debtags grep format::pdf' , man 
debtags for more information on how to work with the tag database

You'll need to 'apt-get install debtags debtags-edit' if you haven't already. 
As I understand it, this is a Cool New Feature brought to unstable during 
Debconf.
