Have a read of the documentation written for Debian Developers -- it
mostly applies even to those who aren't currently official DDs

What you actually want to do is make your source package available to
others, since you're not currently able to upload directly to a Debian
repository.

You're in the right place (the debian-mentors list), now you need to
