Perhaps the rule applies to "font packages" as opposed to "packages
that contain application specific fonts".
I will ignore your other remarks such as:

...which are perhaps claims that you made in the heat of the moment
without giving due consideration to what you had written.
Perhaps you can give us some idea exactly what happened to cause you
to get annoyed with debian policy---some application behaved in an
unexpected way or an important presentation went awry because some
fonts were not found at a critical moment ....
