Not in the official archive. Goswin's sentence "But ~ isn't allowed
for sarge, repeat NOT FOR SARGE" really implies that ~ is not allowed
for versions of packages in the official Debian archive _until_ sarge
releases.
If you intend to make an official upload, you can't use ~.
