Re: When is a hint required?

If there is a circular dependency preventing two related packages from going into testing (both are >=10 days old and valid candidates), will the hint be put in place automatically or is it down to the maintainer for one or other package to ask?

(I gather from Google it's debian-release for actual requests for hints but I couldn't find details of who is responsible for actually noticing a hint could be required.)
As with many things in Debian, if you notice something needs attention, just put it to the people that can fix it. In this case, those packages indeed need to go in together, it's just fine to contact the debian-release list with a short request to let those packages go in together.
