Package that depends on ming

Hello.

I'm trying to package a program [1] that has a Perl server and a SWF
client made with ming. Since ming is not in Debian anymore, should the
package be on the non-free section? 

And other question: should I build the client at package build or treat
the SWF file as an included pre-built image?
