The program can't become a part of Debian, because it is not free
software (see <http://www.debian.org/social_contract#guidelines>).

If the software is under a license that allows Debian and its mirrors to
redistribute it, then it could become part of the "non-free" archive.
You can also distribute it yourself, as long as you have an appropriate
license or permission from the copyright holders.
