  $ grep DEBUILD_DPKG_BUILDPACKAGE_OPTS .devscripts
  DEBUILD_DPKG_BUILDPACKAGE_OPTS="-i'(?:^|/).*~$|(?:^|/)\..*\.swp|DEADJOE|(?:/CVS|/RCS|/\.svn|/\.deps)(?:$|/)' -ICVS -I.svn -uc -us"

(and then use debuild)

I avoid svn-buildpackage too.

That's fairly easy; just run pod2man over it at build-time.
