If debian/changelog is encoded in utf-8 and you're terminal can work
with utf-8, it should work. I start mlterm, export LANG=de_DE.UTF-8
LC_ALL=de_DE.UTF-8, after that I can use debsign without problems.

Other than for debsign, I use a latin-9 locale everywhere.
