There is one:

Specifically, Miguel has taken over this ITP:
http://bugs.debian.org/197551 

There is also one RFP for ocrad, #266628. It seems you did not record
your intent to create a Debian package of OCRAD.

Probably it would be a good idea to send a copy of RFS messages to the
ITP bug.
