It includes a number of fixes, in particular the missing entry in debian-menu, missing *.mo's for LC_MESSAGES in gettext, and commenting out unnecessary calls to debhelper in debian/rules. And yes, it's a new upstream release too ;) GtkLP is licensed under the GNU GPL. It is similar to other CUPS frontends like xpp, qtcups and cupsys-pt, but it uses GTK2, has translations in many languages via gettext, and is also usable as a console app, making it a viable drop-in replacement for lp(r) and friends.
