davfs2 is a user-space tool to mount a DAV "repository" into the local FS tree. It uses the Coda kernel driver to do so, and it thus needs coda.h. I am sponsoring the package. I think this is actually legitimate use of linux-kernel-headers, but I am not entirely sure.
